It appears that the 100+ "Bargain" box are not dropping the guaranteed perfected weapon as advertised.
2 - 3 months ago there was a patch that updated Cyber Rig crates so that jackpot rigs dropped fully loaded with legendary chips.
I was fortunate enough to pull one from a bargain box and it was completely empty.
